    Ray Collingwood is a licensed guide outfitter operating in the Spatsizi Wilderness Plateau Provincial Park.  As a licensed guide outfitter, he is entitled to take clients on hunting trips within his guide outfitter territory, and his clients may kill a specified number of certain wildlife species, as set out in his guide outfitter’s licence.

    Mr. Collingwood appealed the annual quota and 4-year guideline for Thinhorn Mountain Sheep in his 2008 guide outfitter licence issued by the Regional Manager of Wildlife, Skeena Region, Ministry of Environment.  The licence provided Mr. Collingwood with a quota of no more than 12 full curl rams in any one year, and no more than 30 full curl rams between April 1, 2008 and March 31, 2012.  Mr. Collingwood requested an increase to 32 full curl rams between April 1, 2008 and March 31, 2012.

    Before the appeal was heard, the parties reached a settlement.  By consent of the parties, the Board ordered that Mr. Collingwood’s licence shall be changed by: (1) deleting the previous quota for Thinhorn Mountain Sheep and replacing it with a quota of 13 full curl rams within the Spatsizi Mountain Limited Entry Hunting Area; and (2) deleting the previous 4-year guideline for Thinhorn Mountain Sheep and replacing it with a guideline of no more than 32 full curl rams between April 1, 2008 and March 31, 2012 and no more than 13 in one year.

    Accordingly, the appeal was allowed.
