    The appellants appealed several pesticide use permits issued to the respondents for application of Vision herbicide near Golden B.C. The appellants grounds were that the toxicity studies on the entire chemical mixture were inadequate and that it would not be prudent to use the herbicide which had yet to be proven harmless to wildlife and humans.

    The Board reviewed a wide array of scientific materials presented by the appellants. It concluded that the extensive testing done by the Federal Ministry of Agriculture provided satisfactory assurance that Vision can be used safely for forest brushing and conifer release. Further the Board held that the permits contained additional conditions which would ensure that application on the sites specified would not cause an unreasonable risk provided that the conditions were met.
