The appellants appealed pesticide use permits issued to the respondent, InterFor. They contended that the approval process for pesticide permits was not followed and therefore should be cancelled. The Board agreed with the appellants. The process requires input from both the federal and provincial levels of government. The evidence showed that the provincial Fish and Wildlife Branch were not able to inspect the sites. Therefore the permits should not have been issued.
